Contract Oversight

Oversight Objectives

The goal of the Contract Oversight section is to conduct real-time monitoring of selected County contracting and program activities, and provide contemporaneous feedback to County stakeholders. This function is meant to support transparency and accountability in the County’s expenditure of monies, and help detect and prevent fraud, waste, and abuse of public resources. 

Common Processes

To accomplish these objectives, we may:

  • Review the County agenda for fiscal accountability and adherence to state and local laws.
  • Examine proposed County programs, accounts, records, contracts, and transactions.
  • Periodically attend selection, contract or program meetings and provide feedback, where appropriate.
  • Analyze the need for and reasonableness of proposed change orders.
  • Ensure compliance with contract specifications, including deliverables or invoices to ensure adherence to requirements/deliverables.
  • Initiate, conduct, supervise, and coordinate contract oversight activities or on-site visits to detect, deter, prevent, and eliminate fraud, waste, and abuse in procurement.
  • Perform contract oversight reviews of the County’s procurement process which would result in recommendations to address shortcomings, irregularities and/or opportunities for improvement.
  • Monitor and inspect procurement processes, to include the establishment of project design and bid specifications, bid submittals, and activities of the contractor.
  • Conduct procurement and fraud awareness training for employees and vendors/contractors.
  • Promote full and open competition and arm’s-length negotiations with vendors/contractors.
