The Clerk’s Report – April 2024

Spring is here! I hope everyone is enjoying our great paradise coast weather. We have been monitoring several projects that might be of interest, and I’m including some updates and information regarding our services. Read our full newsletter to learn more.

One of the agenda items discussed in the recent meeting of the Board of County Commissioners on March 26, 2024, was the approval of the second amendment to the developer agreement containing an extension of grant-funding requirements and an income-sharing agreement for the Golden Gate Golf Course housing project. The project includes two phases: Phase 1 essential services and Phase 2 veterans/senior housing. The phased development may necessitate several changes to the agreements including the possible involvement of different lenders for each phase. Funding borrowed to purchase the land was proposed to be paid by funds from the Infrastructure Sales Surtax.

Generally, governments borrow money for the acquisition and/or construction of long-lived property, plant, equipment, and infrastructure that will benefit both current and future citizens. As of February 29, 2024, Collier County had $636,554,000 in outstanding debt. This includes money borrowed for general governmental projects, such as roads, bridges, buildings, and sports stadiums, as well as Water and Sewer District plants and infrastructure. Using the current population estimate of 399,480 for Collier County, Florida, that is $1,593 per permanent resident. Our office’s Annual Financial Reports provide detailed information about County debt, income, expenses, and more.

For anyone seeking a divorce in Florida, you are not required to hire an attorney. However, if you have a complex situation or legal questions, you may want to consult with an attorney about your legal rights. This could be especially important in cases involving children or property where the parties do not come to an agreement. If you choose not to hire an attorney, you may find forms and instructions on filing in Florida at our convenient self-help center. Our Office of Inspector General (OIG) conducts internal audits, reviews, and investigations related to the operations of the Clerk and Collier County Board of County Commissioners. We shared a table from the ACFE that shows the top survey results for common analytic software, data analysis techniques, risk areas monitored, and sources of data to combat fraud. We’ve also added the mechanisms the OIG uses to employ these different analytics, and common tests performed.
