The 2023 Annual Comprehensive Financial Report (ACFR) and Popular Annual Financial Report (PAFR) for the fiscal year ending September 30, 2023 are available for viewing.
Our Finance and Accounting Department prepares both the ACFR and PAFR annually as a part of our office’s legally prescribed duties. The reports accurately discuss and present the financial position and results of County operations within the fiscal year.
My goal is to provide Collier County residents with a clear and concise examination of all expenditures and investments and ensure that Collier County tax dollars are being spent properly. I encourage our community to take some time to review these reports and see how our local tax dollars are being spent. Collecting and analyzing the data for these reports takes a tremendous amount of effort and I applaud our Finance and Accounting Department for another job well done.
The ACFR is the official report of County financial statements in compliance with the requirements of the Governmental Accounting Standards Board (GASB). It contains an independent auditor’s report by certified public accountant Clifton Larson Allen, LLP, and a financial section with a narrative overview and analysis of Collier County’s revenues, expenditures, investments, changes in fund balance, and cash flows. The report includes other supplementary information, a statistical section, and a summary of federal awards and state financial assistance. This data and information are necessary to establish transparency and accountability across Collier County government offices.
The PAFR, Dollar$ and $en$e, is part of our ongoing efforts to provide the residents of Collier County a clear and concise overview of County finances. This is a compact 20-page version of the ACFR, containing information on sources and uses of County funds, general fund and enterprise fund revenues and expenditures, state of the local economy, current County debt, capital assets, and some major initiatives and accomplishments. This report is produced to enhance the accessibility and understandability of government financial reports to all Collier County citizens through a shorter and more visual presentation.
Over the past 37 years, our office has been recognized by the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting for the ACFR. The Clerk’s Popular Annual Financial Report has also been recognized since its initial publication 2 years ago. We hope to continue these successes with this year’s submissions. To be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report that satisfies both generally accepted accounting principles and applicable legal requirements.
